Not sure why your shelter is picky about food but I certainly understand why they are picky about volunteers.
They make people go through extensive volunteer application process, because they want to see determination. If someone goes through all the obstacles to become a volunteer, than this person probably would be dedicated long-term volunteer. They don't want to invest time in training volunteers who will only stick around for few week.
