Generally speaking, when a shop is rejected, no one gets paid. Scheduler, editor, MSC, etc.
As an independent scheduler, you're not paid unless the shops is accepted by the client. I've never had to edit a shop that was rejected.
If you're an employee and on a salary, I assume you have a quota of shops to schedule, so I'm assuming it doesn't count towards your quota as a scheduler, as an editor I'd assume it is.
