Not to be rude, but I'm surprised this isn't a well known law. It drives me crazy when people do this in big cities (I see it a lot in San Francisco because that's close to me, but I've noticed it in LA and NY too). Cars waiting to turn right have to wait FOREVER while all the pedestrians walk, sometimes darting out after they're not supposed to be starting to cross anymore. I've sat through 2-3 light cycles unable to turn before I was finally able to go. Clearly, you can see that it traumatized me, since I STILL remember it.
