It has been a long time since I worked for the off-priced store I think you are referring to. But, back then the whole month of January was over shadowed by yearly inventory of all stores.
They used to let the stock get down to barely anything so the count can be done quickly and easily in January.
Then in February, they would load the stores back up with the new spring-summer merchandise.
I’m thinking they are waiting until the inventory is back up to a reasonable level before they start these up again. I can’t be sure, but it makes sense to me.
