Why are shops harder to consistently find for some shoppers than for others?

Yes but other people aren't being the sensitivity police, you're being a jackass. As you almost always are.

There are reasons that a body stays in motion
At the moment only demons come to mind
I live near a major city where parking can be very expensive. If the shop doesn't include parking, it doesn't pay.
As a rural shopper, I have been able to get bonuses on some shops as there are very few shoppers.
Due to winter weather issues a route with a long distances isn't practical.

Barnum once said there is a sucker born every minute. If I inform the scheduler that the scenario of the shop was fraudulently stated the rule of law (in my state) states this party can attempt to renegotiate the terms of the contract.

A "meeting of the minds" did not occur because the scheduler failed to specify that a parking expense is the shopper's responsibility. It is the same as if I accepted to paint a house. When I got there the client also wanted the garage painted. That was not stated in the original agreement. .The terms can be renegotiated to include specifications not previously requested.
