You really have no idea what is going on in the client's mind. Maybe they are targeting a specific employee, Maybe they are trying to gauge customer service while many employees are taking their lunch break. Maybe the client just finds it enjoyable to mess with their ms'ers. You really just don;t know.

You seem to be spending a lot of time "keeping track" of these shops. Luckily, I do not have the spare time for this type of research. Yes, the locations may still be sitting on the board due to their distance for many shoppers in the area. Maybe it is just a sucky job so shoppers put it on their "10-foot pole list" where no amount of pay increase will make a difference. Maybe the short shopping window is the main culprit. Dies it really matter? Take the job or don't take the job.
As far as bundling shops together, many shoppers follow that philosophy whether they are shopping a 1-mile radius from their house or a multi-day/week road trip route. You will read posts from many forum members saying that they will not "get dressed: or "leave their driveway" for anything less than XX amount. That is just good business sense.
