I can't see how it could be contested. You present the scenario and they either ship it or you buy stamps - either way you get a receipt showing that you were there. If they really do have video tape, they can see that you entered with a package, and either left with or without it.
I have had a large number of HazMat packages accepted. They seem to vary in how long the move to "OK to pay."
The MSC does not require that you tell them what was said once the HazMat package was accepted by the main client unless something unusual happened that was not covered earlier in the survey. Since there is no comment box associated with the actual acceptance, I consider that no comment is expected.
If a HazMat package is accepted at an Authorized Shipping location, there is a comment required. My comment in those locations is usually something to the effect of "The clerk asked me what was in the box. I said xxxx and that is what the clerk typed into their terminal and that is what appears on the receipt." Sometimes what I tell them gets "translated" into a word like "gift" or "present" or "spray deodorant". Guess what liquid I said that I was supposedly shipping!
Edit to add the word "spray" - that is what made it so funny when I read it.
