The rule with the new company is that you must spend a minimum of the reimbursement before the tax. With the old company you could include the tax in your purchase to reach the minimum. So a $17 purchase would never have worked anyway. I spend a few dollars or more over reimbursement for the few shops I see.
For Aveda lovers, check to see if there is an Aveda school in your area. Our local school has a fundraiser twice a year. You get a full 100% credit for any product you buy that you can use towards haircuts, facials, massages and every thing else the school teaches. I just spent $29 for my shampoo at the fundraiser and can go back and with my credit get a haircut, a facial with their $65 creams and an intensive conditioner for free.
