"The location had a strong odor of marijuana smoke" is how I've always done it.

I wasn't mystery shopping at the time, but this was at a location I occasionally mystery shop.

And if you'd mystery shopped for certain MSCs/editors/clients, you would know that some of them don't like blunt negatives even though the reports are supposed to be objective.
