Yes, my main concern is the fact that they are withholding payment after I have done the work and have used the report. They did not require the information before the shop so it seems unethical to attach my payment to a need for more personal information than other companies ask.
That is done as a courtesy to you, so that you may know that they are legitimate, and pay timely, before having to provide additional information to continue working for them. Many MS companies have a courtesy period like that.

For example, Second-To-None allows you to complete five assignments before having to provide your SSN to them.

I love your suggestion about asking them what their lawyers say about withholding payment for non-performance related issues. Maritz.

Thanks for the info. I would prefer knowing about their courtesy period before performing shops for them.
If this is Maritz, it's in their IC Agreement under Section 5, that you may be required to provide more information and adhere to strict Maritz policies, even if such policies are stricter than what is currently imposed by law.

It also states, over and over and over again, that your participation is entirely voluntary.

It's all there, right on the homepage after you log in, what is required in order to be a Maritz shopper.

I was assigned the shop through a separate scheduling company. I accept Maritz's Section 5 in their agreement. I am comfortable blowing off the payment and not working for them again.
