You are receiving this message because you were an active shopper in 2013. We are reaching out to you to inform you of 1099 requirements based on the changes to the Internal Revenue Code (IRC) Section 6050W.
I received the message below from one of the MSCs I work with and was unaware of this change. Does anyone know if Paypal will issue an IRS form.

XXXX is not required to issue a 1099-MISC to independent contractors for the 2013 tax year. Under the Internal Revenue Code (IRC) Section 6050W, U.S. payment processors, including PayPal, are required by the Internal Revenue Service (IRS) to provide information to the IRS about certain customers who receive payments for the sale of goods or services through PayPal.
In order to locate how much you were paid for tax purposes, please check your PayPal account. The History tab will have several options to find the information you need to file your 2013 taxes.
This should make receiving this information much more convenient for you to find and you will not have to wait for documents from us in order to file your taxes, as the information should be readily available via PayPal’s website.
Please contact PayPal support for more information on how to access this information or for any other questions regarding your PayPal account. To contact PayPal, please visit their Contact Page.
