I don't think that's correct. When I applied for my first burger shop with them, I did the same thing--marked an answer wrong, was disqualified from that shop, and it was deleted from my available shops. But there were other locations in my area still showing. So, later on that night (or the next day; can't remember), I logged back in, applied for one of the other ones, answered the questions correctly that time, and got the shop. I've been doing them ever since.
Unless they've changed their system, I'm pretty sure you can go ahead and apply for other shops for that same client, if there are any more in your area showing right now. If not, wait until the next time one shows up.
Or, I know that right around the time I applied for my first shop with them, other people seemed to be having trouble with their system, so maybe my being able to re-apply to shop the same chain in a different location was the odd situation. I just haven't heard that "failing" the test once means you can never do a shop for that client.

I've learned to never trust spell-check or my phone's auto-fill feature.
