Apartment Complex- Resident drinking/ dog on furniture/ etc

So I am unsure if I should mention that there was a resident with this dog in a community area. The dog was wearing a leash but the leash was not in the hand of his owner. The bulldog was sitting on a chair near the owner and the resident was drinking beer. It all seemed odd to me but the leasing agent didn't seem remotely phased. What do you think? Am I just being overly picky?

Many complexes are pet friendly. I would not mention it. Some complexes have wine parties so they don't care if a tenant has a beer on private property. It is fine to drink a beer outside at an apartment. Unless there is a sign like no alcohol or cans or bottles for instance, near swimming pools due to injury of glass etc.
I would mention the dog sitting on the furniture. Just state what you saw without any sentiment: a resident was in the community room. His dog was seated on a nearby chair. I wouldn't mention the beer . It could have been a non-alcoholic drink or a Red Bull-like drink. Have you seen the new Mountain Dew soda cans? They are designed to look like "craft" beer cans.
It was a very strange tour. She mentioned that the residents have "ragers" all the time. I might just leave it all out. It was for sure a beer because the can said it was "lite beer" and then he was drinking another one in the elevator later when we saw him again.

So the chair was not his own camping chair and was a chair belonging to the community? I think that bears mentioning since people sit on the chair...I am not a pet owner and personally would not like to sit where a dog's bare bottom has been. I know that many dog lovers do not care and allow their dogs to sit on furniture but I think that's icky. What people do at home is their business but it shouldn't be allowed in a community area.
I wouldn't comment on the drinking at all. It's the resident's prerogative. But allowing dogs on furniture meant for residents is notable, I think. I don't want to sit down and get dog hair and/or slobber all over my clothes.
Ok, thank you. I really thought it was gross. I get they are pet friendly but the dog was all slobbery and gross. Granted it was an outside, patio chair but was clearly provided by the apartment complex. It was not his own. And I really felt like the dog should be kept on a leash and in the owners hands. Dogs make many people nervous, me included. If it's a dog area or an off-leash park then I get it but not in the community room area.
Meg, if you are that concerned about it, I'm sure someone in the management company would be as well. You can put both in your report objectively.

If the actions are approved by the management company, then nothing is lost. If, on the other hand, they decide that it needs to be addressed because they have seen the same concern in other reports, they will take do something about it.

Also, when I made an objection (that we have a projector tv and I wasn't sure how we could arrange the living room with our couch, she simply said "It sounds like you need a house." LOL, like that was remotely helpful. She was in such a hurry because it was the end of the day and she took a tour minutes before I arrived, leaving me to wait 25 minutes unattended and tour with her 15 minutes before closing.
Meg, one of the management companies I shop is somehow affiliated with the condos and townhouses in the same community with the apartment. The leasing agent is supposed to mention something along the lines of a potential resident buying a property. Maybe that was a probing question for her.

Funny, in my neighborhood, I am considered a deviant because I don't want dogs peeing on the lawn where I like to sit (on a chair, but still I would rather not be walking all over dog pee..It is a pet friendly complex..dogs are not supposed to be walked on the lawns, but about 95% of the dogs are allowed to pee where they want..the owners don't even try to curb them.
