12pm is noon, 12am is midnight. Midnight is technically the beginning of the day. If you do a shop today, if the instructions say due by midnight today the instructions are technically wrong but logically implying by the end of the day. Logic must be applied. For example, a 9pm PST dinner can not be entered by midnight. Most EST people would not want to be up until 3am entering a report even if PST was used
