Since Market Force switched to the new website, I have had difficulty with it loading occasionally. I do find if I switch browsers or use the app that does work. It has caused me to go over the 8-hour threshold once, but I was working on the shop during that time, and saved it to complete later.
I do wish they'd get the glitches out of their website soon though.
Storm problems always suck.Usually if you can contact them during the storm, they can be lenient. Not always (heck, they have deadlines to hit too)
As for the no heads up on the milkshake, that's not on them, unless the guidelines you checked before hand didn't have that.
Even when they call, they set up the shop in your system, and it's your responsibility to check the guidelines, each and every time.

They called me and asked me to do a shop for this same client. I agreed, but was not able to access any information as I was on the road. I have done many, but this was the only one that required a milk shake. The person in the Philippines did not give me a heads up so I did not buy one. They of course invalidated the shop. After that email exchange they have been very nice to me.
