For gas stations, do you actually check the water and air?

I'm considering doing a gas station mystery shop. I am to check the water and air and see if they work. The guidelines state most stations do not charge more than 50 cents, and I won't be reimbursed for the cost. Where I live, many stations charge $1.50 for air/water. If I pay this amount to check the air/water, it will cut into the small amount of money the MSC will be paying me. Do you just suck it up and pay the money, or do you just make a quick, visual inspection and call it good?

Check it. We all need to do the job correctly, or the MSC's find themselves demanding more proofs of visit so that we can't cut corners.

Of course, you could decide to simply not take the shop if it's not worth the effort.... If nobody does it at the asking price, the price will go up.

Hard work builds character and homework is good for your soul.
Once when I was desperate I went to a gas station for some air and it was $3.00!!!!! Totally insane. If it's close by and you can check the price before the shop, check it and make up your mind about taking it then. Otherwise, either assume it's $1.50 (or worse) and decide what you want to do based on the fee and an assumption of having to pay $1.50 or don't take it and wait and see.

I did a gas station shop on Friday. My "reminder sheet" says to drive or walk up to the air dispenser and see if it "looks like it's working".
If it is not visibly damaged and does not have an out of order sign it is considered working.

It doesn't really matter as the only time I have had to answer no the system wouldn't let me answer no.

The gas stations I do, and I've done 5 different brands, do not require actually using the air station. Checking to see if it appears to be working, has no out of order sign and no visable damage is all that is required. Perhaps the station you are referring to is a different brand but I suggest you re-read the guideline
One gas station company I shop makes you physically check to see if they are working (based on the instructions you mentioned I think this is the shop you are talking about). Here in California, if you buy gas the station has to give you air and water free. All I do is go in and ask the attendant to turn it on for me once I've made my gas purchase then drive the car to the area and do a quick check.

There is almost always at least one customer using the air/water during the time it takes me to do the gas station audits. If it works for them, it works and gets a "yes" on the form.
I do mystery shops that just ask if the air and/or water appear to be in working condition. If the instructions said I needed to actually check to see if they're working then the shops probably wouldn't be worth the fee they're paying me and I probably wouldn't do them, especially if I had to pay out of pocket for the air and water that I don't need.
@wwin is right that in California, you're supposed to get free air and water if you buy gas, but some of the gas station attendants don't know that: I've seen them argue with customers about it while doing my shops.
