Sometimes, the shop guidelines tell you how to handle empty lots, closed locations, changed names or identities (rebranding, etc.), and other situations. Some surveys include a space where you can include such information and explain what was'/was not there and what you did/did not do.
If I recall, sometimes we are sent to locations that have different names because we are doing competitor shops and gathering information for some entity that is not the owner of the location. If you are sent to 'gas station X' but find that the location is named 'gas station Q', you might be doing a competitor shop, or you might be confirming a re-brand, or you might have found old information. I have wondered if these shops are performed for potential buyers, but I do not know about that.
