I have seen it happen and specifically was told that I was shopping the day after another shopper because the MSC was not 100% sold on that shoppers report. Has only happened to me once in 11 years.

Yes, that's a re-shop. It's not shopping the shopper. It's re-shopping the client because the MSC didn't like or trust the report they received. It doesn't prove one way or the other if the original report was valid or not.
