Tobacco Shop Purchase

I have a tobacco compliance shop coming up at the blue gas station and am required to make a tobacco (includes cigarettes of all kinds, cigars, loose tobacco, chewing tobacco and snuff) purchase. Only up to $5 will be reimbursed and I am looking to try to stay under or go over the reimbursement amount only a little bit. Not a smoker so I'm not too familiar with common brands/products sold at gas stations and what typically is the cheapest tobacco product available. I'm in California where tobacco products are taxed pretty heavily (pack of cigarettes is around $8-9 in my area). Anyone have any suggestions for tobacco products/brands that tend to be cheaper?

For our tobacco compliance shops, our shoppers usually buy a loose cigarillo. In Michigan, you can get one for 99 cents.

If you have friends that smoke, you could probably resell them at a discount.
