If you work as an IC for a MSC that is not legally required to submit 1099s to the IRS, are you legally required to add the expenses you were paid ?

Yes, if you earned less than $600 as an independent contractor with a particular company, that company does not have to send you a 1099-MISC, but you still have to report the amount as self-employment income.
Yes. You are required to report all of your income to the IRS, even if you did not receive a 1099.
You must report income from any source, even bank robbery.

But you ask about expenses. Include the reimbursements you received as revenue on your schedule C and then list your actual expenses in the expense section. The two wash, unless you were over- or under-reimbursed. And of course, "Consult your (real) tax advisor?
