Paypal payment delays

I received an email from Intouch stating that Paypal payments were delayed because the Federal government has put in an additional check and balance on PayPal payments in the United States. PayPal advised that it may take up to 2-3 business days to process the payroll that Intouch submitted to them this morning.
Anyone know any more about the why's of this? Just curious.

I got that e-mail past week, stating Canadian gov't. added new checks. Payment came through.

I was not worried about payments because Intouch payment is never a problem. I was just wondering what the new checks and balances were.

I got paid this morning. Guess Intouch was able to encourage Paypal to do the right thing and process it as quickly as possible for all of us.

In my case, it was Canadian gov't.

I am in the US and have not gotten any such notice.
