Guidelines are often longer than they would normally need be as MSC's sometimes feel they need to cover every last possible detail. You'll also find that, once you have done a shop once or twice, you only need to briefly review the guidelines and scan for changes. For any shop, it is always more cumbersome your first time through.
(I'm not saying that the fee was adequate, only that, as you continue to shop, the prep time will not be nearly so long and that you can expect similar guidelines with many companies.)
