I followed guidelines but he's refusing payment.

I did everything as i was supposed to given the circumstances. I followed the guidelines to a T. I was not able to complete the objective because the target was not available and staffing was very low. So, i did everything the guidelines said to do in that situation. Then I get an email saying I'm not getting paid because the objective wasn't completed. Why? I have been in exact situations before and still got paid. Do I dispute it with him or go above his head? Is this a normal thing that happens?

Have you asked the scheduler or editor for clarity on which part of the objective hasn't been met?
If it is the objective which could not be done due to low staffing and thus no fault of your own you should be paid. I would explain this to the editor or scheduler first before going higher up.

Shopping Western NY, Northeast and Central PA, and parts of Ohio and West Virginia. Have car will travel anywhere if the monies right.

It completely depends on the mystery shopping company and on how the guidelines were written. Staffing was very low. The target was not available. Did the guidelines require you to shop the target? Were you required to make a phone call in advance to determine if the target would be there or to make an appointment with the target? What did the guidelines require exactly? How did you follow them to a T? When you were in exact situations before and still got paid, were you in exact situations with the same mystery shopping company and the same client? You really haven't provided enough information for anyone to give you advice. Please give more information so someone can give you the advice you are requesting.

It sounds as if the target wasn't available, but there were instructions on what to do if that were the case. If you followed those guidelines, then you should be paid. Sounds like this is a car or apartment shop, and the MSC had an alternate "plan" for the target not being available. I wonder if the editor is new or has never had that situation occur. I would definitely ask for clarification, and if you believe you did what you were supposed to do under the circumstances, I would copy and send the editor the section of the guidelines that support your actions.

There's not enough information, but the OP states: "i did everything the guidelines said to do in that situation." We don't know if that's absolutely the case, but if it is, then the shop should be accepted. Without the details of what the guidelines said and what the OP did, of course nobody can answer definitively. At this point, all anybody can do is take the OP at her word. But details would be helpful!
