Why are they not shopped?

Maybe someone out there knows the answer. Why is it that some locations of a chain are shopped and others are not.
For example, there is are two Little Caesars near me and they are never shopped but are shopped in the next town. Also, there are some Shell stations that are shopped and others not. Why is that?
Does it have to do with franchising? And others are company stores?

It may have everything to do with franchising. Some franchisees have all of their locations shopped, ie with them as the client. Some have none. Some are shopped both by/for the franchisee and the parent company. When you say that two of a brand are shopped and 2 never are, it may be that you simply are not signed up with the MSC(s) that shop those two.

Multiple reasons.....

1. Individual owners / franchises paying for this work.
2. The end-client only wants a specific regions, selection location, etc. shopped, whether it be high-traffic, locations in urban settings, etc. Why pay for locations that have no quality control issues? It's a waste of money on the client's end to pay for EVERYTHING, the Cadillac and reducing their ROI, vs. focusing on problem areas only and optimizing their ROI.

Some locations may be company owned, while some may be franchised. Often, a group owns a large set of franchise locations. I know of one that owns over 600 franchised convenience stores. They have their own mystery shopping program. Other locations that are independently owned may not choose to participate in the ms program.
It's possible that the other locations are shopped, but that it is done by a long term reliable shopper that is assigned before they ever hit the boards.

If they already have a reliable solution to getting the reports they need at a price and quality level they like, there's no need to post it elsewhere. Our notion of what is "fair" isn't necessarily a factor in the decision.
In my area, Little Caesar's is on one of the phone app shops. Those jobs go within seconds of being made available.
Could also be competitor shops. Right now Stop& Shop supermarkets in Stamford, CT are being competitor shopped by ShopRite.
I was called by the scheduler and asked her and her response was that sometimes it is a store that has an issue as well as either the franchise store or the company store. ( I can't remember which she said it was.) She told me that where she is located there are lots of outlets and none of the them are shopped.
Little Caesar's are no longer shopped in my area I used to love doing those $50 pizza shops but alas they have gone away Or they changed shopping companies I do not know maybe I will get woke to the new one.
