Generally not, though it may vary from state to state. I have had home businesses in Illinois, Florida and New York and only when those businesses collected sales tax was a business license required. In mystery shopping you are not collecting sales tax. If you are operating from somewhere other than your home and/or you have employees and/or the public is coming to you, you are talking about a whole different set of issues.
The only time I know that you may need a license is in Nevada. There you need to be a licensed Investigator.
Just what Flash said. I have a business for 26 years for which I collect sales tax, and I have a Certificate of Authority from NYS. You ABSOLUTELY DO NOT NEED a license to be a shopper. You just have to declare it as a business on your income tax with all that goes with that, Schedule C, etc. If you don't have a business name, just use your own name.
Dquiring, Ny daughter works with a P.I. in Vegas and she is not licensed. She uses his. This is done quite often apparently. You do have to get signed up with the investigater.
