Can we be tract while performing a shop at a smartphone store

If the merchant scans all smartphones in the store can my interaction with the attendant be monitored.

Why would any merchants scan smartphones in a store? I don't know what you mean. Who would be tracking you? Do you mean if you go to speak with a store associate on a mystery shop will the mystery shopping company track your location? Doubtful, but I can't see why that would make any difference unless you plan on falsifying a report.

And of course many places have video recording of the store 24/7 so a manager could certainly check the video for who was interacting with a particular associate at a particular time, whether it was a quick or reasonable length interaction and roughly what the topic was by what the associate showed the customer.
The merchant wants to get all information about a potential customer who walks into that store. 99% of these potential customers carry a smartphone. Does the merchant have software that can scan my smartphone, even if it is turned off. Could he discover my phone number and my mobile carrier?

DARPA, perhaps, but no, I don't believe they have that power when your phone is actually off...

Advertisers can send ads to your phone based on your location. The capability is there to be tracked, but I doubt it would be cost effective to do it for kicks and grins.

The cell phone company can watch your interaction with the associate on video. And, if you give them your cell phone number, they know exactly who you are.
If your phone is off, no they can't. If your Bluetooth is not, they can get info from your phone. Also all the phone applications collect personal data from your phone and they can transmit it to their servers. That's why I never use Geoverify that MSC ask shoppers to install.

The merchant would not attempt to monitor your interaction with its employee through your cell phone. They are already capturing your interaction on video. If the merchant scans all smartphones, he has a record of the name, address and telephone number of anyone who entered the store with a smartphone.
