This has been discussed several times in the last few years in the context of mailing items to charities. Yes, it has happened before. Given all of the craziness with people mailing bombs, viruses, etc. in the past few years, many organizations including charities have grown very suspicious about packages from unknown senders. Charities also often have to pay to get rid of the packaging, so a large box full of plastic peanuts might easily cost more to dispose of than the value of the can of cat food (for instance) that people are sending them.

A charity that I mail packages to called the police in my town to find out why i was sending packages to them with one small item that was worth less than the postage.
