Spies in Disguise "deposit" and "fee"

I was looking into their theme park shops they have going on right now. I kinda get the idea of the deposit, given that they're giving you 4 tickets, but whats with this $45 non-refundable fee? Does this seem strange to anyone?

Amusement Advantage is far worse! IMO. They want to make sure you do not flake. Too much hassle in my mind for what the report consists of..... IMO.
The "fee" smacks of a "don't pay to do shops" scam.

I did one shop for them last year. There was some sort of deposit and/or fee involved. They paid on time, but needed to be reminded to return the deposit. They returned it right away with a decent explanation as to why they had been holding it - in case I'd like to do more of the same that season.
I'd work with them again.
They get comp tickets.
You pay $45 to do the shops.
You get no shop fee.

My kids are too old for those now anyway. I quit them years ago.
They also require you on some shops to park, exit park exit four times with 4 different employees. What a waste of time. And the pay is in that too. Very not worth the shop IMO.
