I would have to double check this, but I think that when we signed up for direct deposit, the agreement also says they can direct debit. It's because in case they overpay they can re-claim their overpayment.
At my BANK what they did (debit then credit) would not be a problem because they post all credits before the post debits and they don't do it until the end of the night.
But at my CREDIT UNION, they post items in the order they come in and as they come in. So the debit would be charged against my account before the credit would be posted. Since I keep almost nothing in that account, the debit would almost certainly result in an overdraft. Granted it would be resolved after the credit. But that would not matter. I would still have an NSF.
My guess is that RBG posted the correcting debit before the incorrect credit because if they did it the other way around, then someone could see the deposit and withdraw it before RBG could get their money back.
