The issue is not distance, but Zone. I would think that 2814 is way beyond Zone 5, which is the minimum requirement for Dim Wt and Haz Mat. Use the zone calculator on the shipping web site to verify the Zone by inputting the first 3 digits of each zip code. Then you can make a case if it is at least Zone 5
The Dim Wt shop also has strict weight limits. It has to be more than a pound and less than 5 pounds.
The Haz Mat shops have very specific scenarios in addition to Zone >= 5. There are also weight requirements.
I have been sent by various MSCs to visit locations to buy something with a credit card (for instance) and it turns out that there is absolutely nothing that a consumer could buy. How about industrial typesetting equipment for $10 or less? "If I was going to buy one of your $20,000 devices which I know nothing about, would you let me charge it to my personal credit card?" Or lunch in a building where access is limited to badged employees of the company? A pizza store in the middle of a high class gated community? Or a location which turns out to be on a secure military base. I doubt that I have seen it all, but it still amazes me.

Taking pains not to violate any ICA agreement here but I SOOO want to violate their something or other with a shovel wallop at point blank range. I recently sent a package to a friend in a far distant galaxy on a shop, fulfilled all their requirements as per instructions. Today I receive an ever so charming email from one of their minions saying I didn't send it far enough so they are rejecting the shop. Perhaps silly little me isn't up on these things but I thought that sending a package 2814 miles from that location was far enough away.
I did a different shop for them for a totally different client the same day and they're having a hissy over that too. It was one of those where you see if the location had things to say about phone minutes cards. The location I was sent to is a warehouse/ office space for a local manufacturer, they sell nothing to anyone and were totally mystified as to why I was there. That made two of us.
There are days when I wonder if I should just hang it up.
