Market Force Bulletin Shop notifications

I had just checked the boards and there were only a few shops. I went back to check my email and I received a bulletin notice of a shop right in my area. I opened it up, answered the qualifying questions and got the job!

Now, I began to wonder..... why it was not on the board but instead in a bulletin notice?

I had always assumed you would/could see this on the board but it was not there. Only in bulletin style. I thought it was interesting and wondered if anyone knows why I could see it in a direct email and not on the board? It was not a Samantha shop nor was it the $3 extra fee shop.
