Contacting the police department might be a waste of time. Taylor13, there are many bars, restaurants, and stores that want to test to see if their servers and cashiers are complying with the law, and they hire mystery shopping companies to do that. Being caught selling to minors by the local police department or the state's alcohol and tobacco enforcement units usually means loss of license and/or heavy fine or suspension of license, so they hire the MSCs and fire any non-compliant employees.
I'm beyond the age for tobacco compliance checks now, so I haven't kept up with the mystery shopping companies doing those but there are a bunch of them. I do shop several restaurants and bars that have alcohol compliance shops. Try Mercantile. There are others but I can't think of them offhand.
