I sympathize with you.. But here is how I see it.
You fail to do a shop. The MSC says that's fine, things happen, but we want to assign your next three shops instead of letting you self assign, just to be sure. After that, you can self assign again.
Sounds kind of lax compared with most other MSCs.
Edited to add: Of course if you've done hundreds of shops on time, it would be a little annoying. But on the other hand, I've seen plenty of posters say they were completely dropped over an issue with one shop after doing hundreds for an MSC (not this one necessarily.)
