Are they slowing down on shops? I just notice its the end of the pay period and they usually have lots of opportunities after the 7th.

They have lots of work right now. If you have done a bunch of shops recently for them, it is very possible that you don't see all of them: Several of their clients have limits on the number of shops each shopper can perform in a month/quarter. If you have reached that limit, you simply won't see listings for that client on the EPMS job board.

EPMS is the one company that always has shops available and never seems to slow down.

Agreed. This is the first month in the 10 years I've been signed up with them that they have shops within 100 miles of me.

They have way less in my area than usual. I've also completed over 200 shops in for them. However, I have a friend who lives in my area as well, and they only have 6 more than I can see.
