This is one of those possible catch 22 situations, so there are no predictions from me. It might be argued that the staff had the privilege of changing the hours of operation and the hours of operation were neither enforceable nor reliable. Lose-lose, right?
I would hope for you to be paid in full because the location was still open for even a nanosecond when you arrived on the lot and what staff decided to do was beyond your control.
If you were required to call first or check the website before your visit, you might find that this factor of staff prerogative was present in or missing from the information. If this information was online or told to you that the store might be open at other hours, you don't have much of a chance. If they did not tell you verbally or online that the hours were subject to staff prerogative (weather conditions, staffing ability, etc.), you should win and be paid because no one provided this essential information which might be used not to pay you.
