You can try opening the file in the VLC media player. It has a limited ability to repair files. But it rarely helps. Sorry about the file. Definitely get a new SD card.
Normally they tell you what to order, and will only reimburse for those items and nothing else. Because the cost of those items will vary from city to city, they state the cost in the most expensive city as the maximum reimbursement..
