Certainly not. If anything, most clients want a heads up so that they can train employees better to improve customer service. In other cases, like legal drinking age shops, it is to remove employees who put lives in jeopardy!

Poor customer service? Don't get mad; get video.
In my town and possibilities of others, the police do perform stings to catch underage selling of alcohol and tobacco sales. The businesses are then heavily fined and the person who sold the items to an under aged minor is usually sent to jail. Sometimes the business is listed in the newspaper. If if I was a business owner, I would prefer having a mystery shop performed so I would have reason to fired that employee.
In England the service levels given to customers is generally pretty bad so I'm happy to help improve that by mystery shopping - I've been doing this for many years now and often notice the difference when I do repeat shops a year or two later; it's quite encouraging!
I just performed a shop that I visited 2 other times for shops within this month. It was for a pizza shop and was recently opened last month or so. I don't want to name the shop or MSC in case the MSC is reading this forum and may not allow me to do this again because the last two shops were bonused. No one else was taking these shops. It was the type of shop where you order the type of pizza you wanted, can add or subtract the toppings for a 11" sized pizza. That's why I was allowed to visit this location 3 times within this month. For the first visit, most of the employees were overwhelmed by the response of the customers wanting to try them out and made certain observations that needed improvement. The second visit, some of the employees were overwhelmed trying to get use to the flow of the food line/ordering process. On my third visit, there were some noticeable improvements on observations I had made on my second visit. I've been to other locations by this chain but the older locations needed very little improvements.
