Sutter has some tobacco ones that my 19 year old son does. You have to be between 18 and 25, however. Their client requires that their cashiers card anyone who appears UNDER 35, which is a step up from federal regulations that say tobacco dealers should card anyone who appears to be UNDER 27; however, the age range for those shops is 18-25.
They have another client for tobacco shops that requires a MINOR (age 17) with a parent.
So, you're SOL with Sutter until you have a kid who's 17.
EDIT: On a side note, these shops are absolutely ridiculous and encourage unrealistic conditions that make it likely that the shopper gets carded. My son is 19, but give him time to grow out his beard and put him in decent clothes, he can pass for mid twenties to thirty years old easy. Alot of 17 year olds are capable of this.
The shop requires NO facial hair on males and requires that shoppers dress appropriately for their age (no jackets, button up shirts, fancy shoes, ect). It also requires that the shopper not pressure to cashier for the sale. The problem, most minors looking to buy cigs HAVE facial hair and more than likely will try to convince the cashier for the cigs.
