Not recently. But when they used to be available they did not cover personal use. Generally you were to complete the process, drive them around the block and return them.
You might strike a deal with the companies in your area. Every city manager can write a "NonRev". (Non revenue for whatever he sees fit to help the agency.)
So you are saying I could talk with the schedulers of shops i am doing and see if they'd approve a car rental expense?

I was just wondering because we have a temporary nanny and there are times I need to leave my vehicle for her Which gets interesting when I need to borrow a car for out of town shops.

Car rental companies operate on the premise of making money. When they have a couple hundred cars on the lot unrented, any money or a write off is better than cars on the lot. You will have to know the city manager for that. I have not seen a rental car shop, but I am not as wise as others that may respond.
