What is the difference between a shop fee and a reimbursement? Do I have to pay the shop fee?

The fee is what you are paid for your time and filing a report. The reimbursement is the money you will spend up front to make a required purchase and is capped at a specific amount which varies depending on the client and what you are required to buy.

The shop fee is the fee a shopper will get for performing the shop. Reimbursement is the amount refunded for a required purchase. Although it is not the case for all shops, many shops that have a required purchase will have both a shop fee and a reimbursement. Some of the later are up to a maximum amount. There are a few shops that have no shop fee, just a reimbursement.
