Even with your target's schedule, it could take several calls or more to reach them. Hanging up every time will raise suspicion as will always saying you have the wrong number.
Come up with different scenarios, don't just say "wrong number" and if you can fake an accent or two it will be better. You can ask them if it's the local Target or Sbux or something like that, ask for a larger apartment than they have so when they say no you can cut the call, ask if they take some forbidden breed of dog, tell them you are a family of five looking for a one bedroom apartment, ask the price of an apartment then quickly tell them you have to check with your spouse, keep saying hello and can you hear me over and over again before saying let me call you back.
If this is for the company that won't provide the target's schedule it is easy to waste days on that horse hockey. Make your life easy. Have a friend of a different gender call and just ask for the target by their full name. Make sure it's somebody who can play a role for a couple of minutes in case the person is there. If the target isn't there your friend can ask for their schedule.
Equal rights for others does not mean fewer rights for you. It's not pie.
