You can exchange or return if it is a bad or incorrect item. They want you to keep something from the store.
Even if a return is not allowed, exchanging for a comparably priced item should not be an issue. If part of the value of the shop is the merchandise, there is no reason for you to lose the value because it was defective.

You are not returning it. You got a defective item and you are exchanging it for one that is not defective.
It's OK to exchange or even return a defective item bought during an Ace shop. Also, the white stuff isn't perlite, right?
what does the white stuff look like? are you sure it's contaminated and not vermiculite?

Potting mix isn't "plain dirt." It usually has either perlite (white granules), or vermiculite (silver mica-like pieces) mixed in for water retention.
I've gotten bags of mulch before with some kind of white stuff in it. To me it looked like some kind of mold or something like that. Perhaps that's what you found?

If it was mulch or top soil I would suspect possibly mold or a fungus. I'm inclined to agree with the posters suggesting it is vermiculite. You can sometimes find potting "soil" with nothing else added. Anything I've purchased labeled potting "mix" has the add ins for both water retention and to help keep it from compacting.

I finally got a reply from MSP about this. Yes >>> of course I can return the soil. But in general you cannot return items bought during a shop. 
I see these are back for a whopping under $7 fee price ! And with 2 interactions.
