I would answer. However, I have no idea what he was referring to, and I don't know how crime made it into the picture. Let him tell us what he means by his use of the term rather than offer speculation and conjecture in the dark. I don't see where he said what he meant by the term at all. Why assume he meant high-crime area?
And if by chance he did, it's not a projection or skew to call it what it is. Crimes are commonly mapped by zip code and you can access the Criminal Justice Database, (DOJ) or your local crime maps to see where the hot spots are. They are shown in red and yellow zones and listed by category and date. They list whether it was alcohol, drug, violent, burglary, prostitution, underage tobacco, adult, child, elder abuse, neglect, and so on. It's fact, not skew. If that is what he meant, it may explain the attitudes in the county. Law enforcement gets tough when crimes become prevalent in an area, and understandably, residents would be guarded and less friendly when big bad wolves or tweedle-dumb and tweedle-dumber are prowling around looking for their next victim.
I think the question is, 'What did you mean by that?"
