In reality, straws are not banned. Plastic straws will be sort of banned. You can bring your own straw if you want and many places are now selling metal permanent straws. Paper straws like when I grew up will still be legal too. The testing straw sounds interesting. Also, some places will be able, from what I understand, have straws available upon request only. I just had a shake at shake shack today and am wondering about a shake without a straw in a few months. And I get taking your drink with you to prevent someone fooling with your drink while you are away.
I would also recommend inviting and treating a friend who enjoys a drink or two at a bar to join you for a drink before dinner if the restaurant is not too far away. You can have a nice cocktail together and spend some time chatting and then go in to dinner without your friend. Explain the situation first if you can trust your friend with the truth. The second dining room drink would still be an issue but at least you will only have one to worry about or sip slightly.
For the opposite problem of having to purchase not enough drinks on the reimbursement amt. when I used to do these types of shops I would always go into the bar first, order my drink and have my husband take a walk or "stop in the restroom" and show up a bit later so it would not look funny ordering only one drink while we waited for our table. Then he would drink the drink when he arrived a few minutes later. We usually would leave shortly after for the dining room with the quarter drunk drink in tow. That way he could have 1.75 drinks with dinner as he enjoyed drinking two with dinner and did not care about the one in the bar. One was at happy hour prices if that worked out and it made it easier to stay within the reimbursement. I like money more than alcohol so for me not having a drink at all and not going over budget was just fine.
