Geesh, on Google Maps I ran a Fedex search. Identified many acceptable locations all over my route that day. Fortunately a main FedEx location is a mile from my house. I even redirected the original packet there.
I find the argument by the OP more of a sour grapes position. The more rural one is, the more travel and effort involved for everything in their lives.
As for payment: there are tons of discussions here about reimbursement only shops, this one pays a fee plus reimbursement. The report is simplistic. The interactions with a manager are as simple as it gets, regardless of the results. If you act professionally, the manager follows your instructions and fills the form out. For my failed shop, the manager wrote down one of the associates as the cashier even though she was. I reminded her once that she took my order, she ignored me. I addressed this on my report, rather than worry about it and be confrontational.
I appreciate the different points of view here. I wish I could find all those better paying food shops that require less work in my area.

The directions do not say to go to Staples. The directions say that they MAY take it at Staples.
OP does not do well with following rules or directions. I'm not sure why he is screaming at everyone else? Slow day there I guess?
I dropped mine off at Fed Ex Office, since they take Fed Ex Ground. Took less than 30 seconds in total.

John you weren't instructed to go to Staples, you were given Staples as an example of where you MAY be able to drop off the item.
Why not just go to a FedEX dropbox?

Yes I did, easy shop.

It would have been easier if Staples had taken the package. Not a shop I would ever do again. Like I've been saying, there are other fast food shops that pay more and are much less work. As one poster also said, going in and telling the employees they FAILED, is something the mystery shopper shouldn't have to do.

DO NOT DROP PACKAGE IN A FEDEX DROP BOX
One more time....read the instructions....."All packages MUST be taken to a shipping outlet where FedEx picks up. (STAPLES, Office Max, FedEx shipping center, etc.)"....where does it say "MAY"? I see "MUST", but no "MAY"

It's incredible the lack of reading comprehension by some on here. The guidelines said STAPLES. I went to STAPLES. They refused the package. The shop ends there. What don't you understand? LOL.

Where does it tell you to leave at the lobby of your building? It list the places to drop it off. I don't see the word LOBBY. By the way, not everyone lives in a place with a lobby.

Let's analyze this one part of the instructions that the OP is fixated upon:
"All packages must be taken to a shipping outlet where FedEx picks up. (Staples, Office Max, FedEx shipping center, etc.) •"
The assumption here was that all Staples locations are in play. My assumption was we were to identify a local FedEx pick up center, being provided examples (including "etc.." of what that may look like. A quick inquiry using the Fedex website or app allowed me to identify the available pick up locations. The local Staples stores do not show up.
It is unfortunate that you live in an area that FedEx has not saturated with local manned drop of locations where their trucks pick up from on their daily routes.
