I haven't had the experience of being a scheduler but it might be that the scheduler wanted to get all of her shops completed by the end of month just so she can make her goals met. The MSC might give the scheduler a job well done situation and maybe give this scheduler more of the desirable shops so to speak.

I agree. I understand the OP still finds the guidelines/payment for the shop misleading. I find it pretty clear. Reimbursement means reimbursement. Flat fee means flat fee. Reimbursement means you get whatever you spend up to a maximum of the allowed $15 reimbursement. Flat fee means you get to keep whatever portion of $15 you don't spend.

What does it mean to me? If I have a shop that is not clear to me, I contact the scheduler. (I don't want to waste my gas, my money and my time without clarification) My mind would be thinking: I can't imagine getting a smoothie that costs $15 bucks so maybe I can: Order the smoothie and an item of my choice?
