I would say no. If they are on the head or on a chain, they are typically only reading glasses. I had 20/20 vision for most of my life and never had any problems seeing anything until I developed the typical presbyopia that people get in their late 40s and on. If I am looking at fine print I need to put on reading glasses, but other than that, I do not wear glasses. If the person is wearing them in on their face, then yes, but chances are if they are on the person's head they do not wear them for anything else other than reading fine print.

I would still say yes. The person still wears glasses.
I say yes. The glasses were worn, but in an atypical spot.
How about on a chain/whatever around the neck?
