And the "unemployed" also does not include those who have not yet been able to get through to the EDD office, many of whom may not have access to online applications And add to that those workers who have worked for cash and not paid taxes in jobs that may have dried up because the kids are home with their parents now or the small industry they did their work for is closed, gardeners whose clients cannot afford to pay them etc. These people and their employers may have been cheating the system but they are still people not receiving an income anymore who go uncounted.
