Even at your favorite restaurant, a reimbursement only/no-fee shop is going to cost you plenty. Factor in your time, gas and related automotive expenses, and having to focus on details that will at least in part prevent you from enjoying your meal all need to be considered.
I respect everyone's decision as to whether or not a reimbursement only/no-fee shop will be suitable for them; for me, it is not.
The MSCs are laser-focused on their bottom lines, and if they can get shops conducted without paying a fee, they certainly are going to continue to do so. I cannot blame them for that, either.

I will work for food IF it serves my purpose. As an example, I regularly complete TRH, as the bar assignments are quite easy, they do not require a guest, I very much enjoy the food, the report is a snap, the pay is quick and I have freedom to order as I please.

I'd do Panda Express for free (if passing by - wouldn't do it if I had to drive out on own mileage).
I'd never do ACL dining shops again. Pure torture. Exception is a tropical dining establishment, as it's a family fave. I do it for others - not myself.

A scheduler called me and asked if I would do a fine dining shop for reimbursement only. I declined and she asked why. I told her I worked for cash. She said not even for a free meal (ugh). I said I don't need food, I need cash.
Rinse and repeat the next few months until she got the hint.

I have only gotten a free meal when I was in the service at the USO and that was 44 years ago. And even then I paid with four years of my life.

You also work for merchandising companies, right? Can you imagine one of those companies asking you to work two hours for a free meal? LOL (By the time you order, take pictures, eat the food, answer all the many questions, and then do the report; it's about two hours.) Or, your W-2 employer ask you to work two hours overtime for a free meal?
I do not understand when MS companies contracts demand you carry insurance, wear professional clothing, and all the necessities of a business such as EIN numbers, etc. and then offer free jobs with no fee. Hey, that's just me! I am not in it for what I can get free...I'm in it for the fee.

ALM, I do very few merchandising shops.
I respect the choice of lifestyle shoppers who take shops at reimbursement only. Me, on the other hand, I like to see my bank account grow. Working for free for anyone will not allow that.

Great answer, and the scheduler's "free meal" comment would piss me off (even though I would not let her know how pissed off I was on the phone).

I had the “but it’s a free meal” line dangled in front of me once and I told her that I’m doing this to pay my bills, not as something fun and stupid I saw on an internet banner ad... went off slightly on how that attitude attracts people who aren’t serious... she gave me a $5 bonus and I went ahead and did it because I did like the food.
In general I rarely do these — there are a few I will do for $5 - $10 with reimbursement —but never for free — I find the reimbursement rarely covers everything fully anyway unless you order the cheapest things on the menu.

Where is the law that states that all mystery shoppers must treat this as a serious thing? Why can't some people do it for fun, a bartered meal, or simply something to do that might be interesting, informative, or simply an alternative to mind rot? Being serious doesn't mean that they are careless or frivolous. It might only mean that they do not want or need an actual business. They can do the tasks, fill the need, and do something else after that. Please tell me why this is wrong.

There is no law and it is not wrong. The problem for some "serious" shoppers is some "non-serious" shoppers are all too willing to take shops that are not profitable and those "serious" shoppers believe that will hurt the "serious" shoppers.
I would like to think of myself as a "serious" shopper but I am not too concerned about what "non-serious" shoppers do. To each his/her/their own.

A truly free meal would be you just giving me the meal for free and expecting nothing in return. These shops are work - especially, the heavy narrative ones. This is to say nothing of whether a person is rational or not to take such offers, as I think people should be free to trade their time for whatever they like. Maybe a reimbursed meal is worth several hours of work for a person. Others may need more in the form of additional cash/fee.
But, just saying it's a free meal is not at all accurate. That's the main point. MSCs and schedulers should really stop using that line.

Believe me, I let her know how disrespectful she was being. I also let her know that "free" came without conditions.

Has canes always been a work for food only shop in your area? Before Covid canes was a fee shop in my area. I can’t imagine who would do a canes shop for just the food.
People shop for different reasons. Some shoppers are just getting started and need to build their shopper portfolio. Others want something to do. For these shoppers, a $0 shop will work.

And, some people might want to keep up their skills and leverage their unemployment benefits. Financially, it might be good to barter and leverage benefits- at least until more is known about any future benefits from the covid programs.

My thoughts are more nuanced on this:
If I dislike the food, I need to be paid to do the shop. The more distasteful the food, the more I need to be paid....
I won't do a no-pay food shop for the sake of doing a shop...
However, if I am out-and-about, have unscheduled time and need a meal anyway, I'll do it.
