The last time I completed a shop involving this product, there were images of the fluff pack in the guidelines. Has something changed?

Basically, the fluff pack is a mound of ground meat on a disposable platter which is covered in clear plastic wrap. The product label is placed on the clear plastic wrap and shows, among other things, the ratio of lean meat to fat in the product. 80/20 refers to 80% lean and 20% fat. You must read each label on each fluff pack to determine what the ratio is. Some fluff packs have a different ratio of lean/fat.

You might be able to search online for the relevant brand and product type and view an example of the product there.

Does anyone know what an 80/20 "fluff pack" of ground beef is?

Only those round "tubes" of 20/80 come in exactly 3-pound weights. The ones you're speaking of are rarely exactly 3 pounds.

It is the styrofoam tray that is designed to hold 3 pounds of ground meat and it says 80/20 on the label. And you're not paying for three pounds, you are paying for the amount of meat in the tray, it's sold by weight.
